Only passengers with checked baggage and special passengers will be able to check in at the counter; all other passengers must use VNeID or self-service kiosks at domestic airports from 1 December 2025.
Directive 24/2025 of the Prime Minister stipulates that check-in counters will only serve passengers with checked baggage and special passengers. Passengers who do not belong to this group will check in, go through security, and board the plane using biometric technology applications linked to VNeID electronic identification and authentication, or at the self-service kiosk system.

The policy is designed to shorten check-in times, improve passenger experience, and optimize aviation security management.
Domestic airlines have begun implementing the above regulations. Vietnam Airlines said that passengers with checked baggage, unaccompanied minors, the elderly, and those requiring assistance will continue to check in at the counter, while the remaining passengers will check in using VNeID or kiosks. To use the function properly and avoid problems, the airline recommends that passengers authenticate with VNeID level 2.
To easily check in with facial recognition technology at Vietnamese airports, passengers log in to VNeID with their level 2 identification account, then select "Other services" ⇒ "Airline services" ⇒ "Check in online". After accepting the data exchange, the system will redirect to the Vietnam Airlines application to complete check-in and eKYC procedures. At the airport, passengers provide biometric information at the security gate and boarding gate. If they have checked in but have not completed eKYC, the system will request additional information directly from VNeID.

In Vietnam, VNeID-based biometric technology has been deployed at many airports, including Noi Bai, Da Nang, Cam Ranh and Tan Son Nhat, replacing the need to present documents. Biometric check-in points are located near biometric security checkpoints and at boarding gates. To implement this new policy, a spokesperson for the Airports Corporation of Vietnam said that all airports now have self-service kiosks where passengers can check in for their flights.
